Throught the verses of John 1:19-28, the Sanhedrin are questioning John about whether or not he is the Christ; which John says that he is not. Also, they ask him if he is Elijah; which again he says that he is not. The (the Sanhedrin) are wanting John to tell them who he really is; in which he replies, "I am the voice of one who is calling in the desert, 'Make straight the way for the Lord.'" After this, some Pharisees questioned him asking, "Why then do you baptize if you are not Christ,, nor Elijah, nor the Prophet?" John then replies to them saying, "I baptize with water, but among you stands one who you do not know" He is telling them that they will not recognize the Christ.
One of the actions or verbs in a phrase is "Make straight for the way of the Lord." John might be refering to himself here. He is telling them that he is baptizing people to prepare them for when Christ comes.
